Harris County voters will decide whether to approve a tax rate increase for the Harris County Flood Control District in the November 2024 election.

HARRIS COUNTY, Texas — Harris County voters will decide whether to approve a tax rate increase for the Harris County Flood Control District in the November 2024 election.

The proposed rate of $0.04897 per $100 valuation is designed to fund the ongoing maintenance and operation of the district’s flood risk reduction infrastructure.

If this rate were approved, it would be an increase of $0.01581 per $100 valuation versus the current rate. The current rate is $0.03105 per $100 valuation.

According to the Harris County Office of Management and Budget, the average homeowner in Harris County will see an increase of approximately $60 per year in their overall tax bill. This is based on the average value of a home in Harris County, which is $379,030, and a homestead exemption.

The Flood Control District is a special-purpose district established by the Texas Legislature in 1937 that is governed by the Harris County Commissioners Court.

The Flood Control District was created in response to the floods that hit the area in 1929 and 1935.
