Texas brothers indicted over alleged $4M theft

A Bexar County grand jury has indicted a former Windcrest city manager and his developer brother in a $4 million embezzlement investigation.

SAN ANTONIO -- A Bexar County grand jury has indicted a former Windcrest city manager and his developer brother in a $4 million embezzlement investigation.

The San Antonio Express-News reported Friday that 60-year-old Ronnie Cain and 53-year-old Gary Cain are accused of embezzling from Windcrest, which is a city of 5,300, and from an Internet hosting company.

Ronnie Cain was chief administrative officer for Windcrest for 28 years before quitting in March.

Both were arrested late Thursday after being indicted on multiple theft-related counts. Ronnie Cain also was indicted on a charge of theft by a public servant.

Gary Cain was jailed Friday on bond of $250,000. Jail records did not list an attorney for him. Officials early Friday could not immediate provide the booking status of Ronnie Cain.
