Off-duty HPD probationary officer accused of pulling woman to the ground and using handcuffs on her

According to a post on X, probationary officer Jonathan Torres was booked into the Harris County Jail Tuesday.

HOUSTON — An off-duty HPD probationary officer was arrested Tuesday. He’s charged with assault of a family member and unlawful restraint.

Houston police posted to X about probationary officer Jonathan Torres Wednesday night. Torres has been with HPD since August of this year and was assigned to the Midwest Patrol Division.

According to court documents, Torres is accused of slamming a laptop screen on the hands of a woman he had a romantic relationship with, causing visible injuries. Police said Torres told the woman that she was going to jail and put handcuffs on one of her wrists. She tried to leave and that's when Torres allegedly put on the cuffs, causing her to fall to the ground.

Court documents said the officer pinned the woman down on her stomach and threatened to use a Taser on her. The entire time, police said the woman was crying and screaming for help.

Torres was relieved of duty pending further investigation by HPD’s internal affairs division.
