The arrest stems from an incident that happened around 12:30 a.m. Friday near the Hillcroft area of the Southwest Freeway. Police said a car with four people inside was coming from the Humble area after a night of bowling.
Police said a Toyota Tundra that had been tailgating them pulled up next to them. They both lowered their car windows and then the driver of the Tundra pulled out a pistol and fired.
Lomax, 19, was hit in his head while two women in the car – one 19 and one 18 – were also shot, police said. One was hit in her foot and one in her knee.
There was a driver in the car who was not hit. He took them all to a hospital.
Lomax was taken to surgery in critical condition but later died, police said. HPD was called once the victims arrived at the hospital.
