Mother of twin babies who drowned in Odessa arrested on drug dealing charges the same day

ODESSA, Texas — Charlotte Harris, the mother of the Odessa one-year-old twins that drowned in a bathtub, was charged with manufacturing/delivery of a controlled substance. 

Although Harris is not responsible for the death of the twin babies, police arrested Harris after an investigation and search warrant was conducted as the result of the twins' death. 

According to an arrest affidavit obtained by the City of Odessa Records Department, detectives located three measuring scales with white residue in Harris's bathroom cabinet. 

"Due to my training and experience, these scales with residue are normally used to weigh narcotics for packing and selling," said Stephen Lofton, the detective listed on the arrest affidavit. 

As the search warrant continued, detectives also found 33.8 grams of a white powdery substance and multiple small empty baggies used to package narcotics. Detectives determined the white powdery substance to be cocaine.

The affidavit also said Harris admitted to detectives to being a drug dealer. 

Harris was booked into Ector County jail on Tuesday and was released on Wednesday on a $50,000 surety bond, according to jail records.
