DALLAS — Two El Centro College police officers are on paid administrative leave after a video surfaced on social media.

The YouTube clip shows the officers detaining four high school students who were waiting for a bus outside the downtown Dallas campus.

The video, which runs for two minutes and 21 seconds, is just a slice of the entire exchange that El Centro student Charles Adams witnessed firsthand Wednesday.

"Instead of asking them to move along like she should have, she told them to put their hands against the wall, and that's where the video picks up," Adams explained. "I was horrified the way she was treating these kids as criminals for nothing."

His cell phone video shows one of the students being handcuffed.

"I've got a lot of stuff on my belt I could use on you this afternoon. I guarantee you I will be glad to use it," one officer is heard saying in the recording.

El Centro College president José Adames said an investigation is underway, and the two officers involved in this incident are no longer on patrol.

"What you have seen on the video is not representative of the way that our police officers normally handle situations," Adames said. "I'd like to assure our students; our staff; our faculty; our administrators; that the college is committed to transparency."

El Centro College said it is seeking an opinion from the Texas Attorney General's Office, and is not releasing the police report because the subjects in the incident are minors.

The school has an enrollment of approximately 10,000 students, and is part of the Dallas County Community College District.
