Houston activists calling for HPD to improve training after claiming one of its officers was involved in 4 different shootings

Activist and attorney Randy Kallinen said HPD officer Devin Inocencio has been a part of four officer-involved shootings.

HOUSTON — Community activists called on the Houston Police Department to improve its training on Thursday after they said one of its officers was involved in four different shootings.

Activist and attorney Randy Kallinen said Officer Devin Inocencio has been a part of four officer-involved shootings, the most recent happening in Montgomery County last month.

Surveillance video from a nearby business in Montgomery County shows a suspected serial robber running with something in his hand and police chasing him. Several officers, including Officer Inocencio, later shot that robber.

According to HPD, the robber had a gun in his hand and did not comply with officers’ orders to drop the gun.

“He's running away from them, and they shoot him a whole bunch of times in the back,” said Kallinen.

HPD released body camera video from that night, which included video from Officer Inocencio.

“The suspect never points a weapon at any officer, and no one, or anybody for that matter,” said Kallinen. “And he's got his back to them. All these shots were in the back.”

Another shooting that Kallinen said Officer Inocencio was a part of was a shooting involving Charion Lockett.

Lockett was shot and killed by officers outside of his home two years ago. Kallinen is an attorney for the family.

Kallinen wants HPD officers to get more training, especially after what happened.

“They need to be well trained and not shoot people in the back,” said Kallinen.

Officer Inocencio is a member of a crime suppression unit, which tasks officers with arresting suspects who are believed to be extremely dangerous. Officer Inocencio is on active duty and the shooting in March is being investigated.
