Investigators release photo of twins missing Pennsylvania for a decade

PENN HILLS, Pa. (KDKA) — Missing for roughly a decade, investigators have released a picture of Ivon and Inisha Fowler as infants.

Ivon’s eyes are closed. Inisha’s are open.

Penn Hills Police have asked the National Center for Missing and Exploited Children to work with the image to try and determine what the twins may look like now, at age 17.

The investigation into their disappearance started earlier this summer.

In June, Children, Youth and Family Services asked Penn Hills Police to remove four children from Patricia Fowler’s home on Bryant Street in Penn Hills. A couple weeks later, CYF then told investigators about Ivon and Inisha Fowler, who have been unaccounted for over a decade.

According to investigators, CYF says the last account they have of the children’s well-being was around the time the twins were 6 or 7 years of age.

Family told police they last remember being with the kids when they were 2- or 3-years-old. Since then, nothing.

There are holes in Patricia Fowler’s story to police, backtracking and a lot of questions according to investigators.

When questioned about the twins’ whereabouts, Fowler allegedly told police the twins were living with a relative in South Carolina. Then, she changed the story and said they were with a high school friend.

A third story, more shocking, came when Fowler allegedly told investigators she met a man at a bar who introduced her to a woman named Barbara.

According to detectives, Fowler told police she sold the twins for $2,000 apiece to Barbara. But when investigators told her she would be charged criminally for that, she then said they weren’t sold.

The FBI has said they are currently assisting both Penn Hills and Allegheny County Police in the investigation.

While nothing has been ruled out, this case is being treated as a missing person’s investigation.
