HOUSTON — The man accused of shooting a woman to death Wednesday morning at a northwest Houston apartment complex has turned himself in, police said Thursday.
The happened around 8 a.m. at an apartment complex on Willow Place Drive North, which is near FM 1960 and Highway 249.
The woman's children, ages 4 to 10, were in the apartment when she was gunned down. We don't know if they witnessed the shooting but they alerted neighbors who then called 911.
The Houston Police Department urged the suspect, 39-year-old Howard Devon Ruffin, to turn himself in, which he reportedly did. Ruffin is charged with murder.
The identity of the victim has not been released.
