HOUSTON - The punishment phase is underway for the suspect convicted of raping and killing an 11-year-old boy back in 1987.
Warren Darrell Rivers, now 47, was granted a new punishment after the 5th circuit court ruled that the 1987 jury was not given proper instructions in regard to Rivers' possible mental impairment.
