DA: Bystanders form barrier to stop man from leaving after exposing himself to young girl at Houston-area mall

THE WOODLANDS, Texas — A man was sentenced to seven years in prison Tuesday for exposing himself to a young girl at The Woodlands Mall last year, according to the Montgomery County District Attorney's Office.

James Andrew Flygare, 55, was charged with indecency with a child, which is a third-degree felony.

What happened

On May 4, 2022, Flygare approached a 7-year-old girl and intentionally exposed his genitals to her.

He was seen on surveillance video watching the young girl and waiting until her mother turned her back before approaching her and exposing himself, according to the DA's office.

Officials said the young girl and her mother had previously talked about parts of the body and how the young girl should react if someone violated her and because of that conversation, the young girl quickly distanced herself from Flygare and told her mom what happened. Her mother then immediately called 911.

"Five steps and eleven seconds is all that it took for this Defendant to act and expose a child to something she never should have been subjected to," Assistant District Attorney Erica Ortega said. "Fortunately, an amazing mom had previously taken the time to teach her child about Stranger Danger, and it is because of that her daughter knew to get away, get to mom, and stop this man from doing it again."

Bystanders were alerted to what happened and created a barrier at a door to prevent the man from leaving until law enforcement arrived, the DA's office reported.

After a jury reached a guilty verdict, the judge heard evidence of Flygare's constant visits to The Woodlands Mall and how he would make another young lady feel uncomfortable. The DA's office said the young lady testified that Flygare came to the mall every Wednesday and would come to the area where she worked to blow kisses at her. He would even flick his tongue at her, the DA's office said.

That testimony, along with other evidence, led the judge to deliver a seven-year sentence. After serving his time in prison, Flygare must then register as a sex offender for 10 years.
