HOUSTON — Houston police say they've identified the man seen wearing a costume before the a deadly shooting on a downtown street.
Homicide detectives questioned the person of interest and decided to refer the case to a grand jury to let them decide if charges are warranted.
HPD released surveillance video after the Nov. 9 shooting at the intersection of Lamar and Austin and asked for help identifying two persons of interest.
The video showed Matthew Harris, 20, and another man approach the gunman who was standing in the intersection with a tripod set up.
At a news conference, HPD Commander Chris Hassig with the Houston Police Department said three brothers and a cousin were walking downtown when words were exchanged with the two people with the tripod.
As Matthew Harris, 20, and another man walked toward them, video showed the man wearing a costume pull out a gun and shoot Harris.
After police released the video, they learned the identity of the shooter and interviewed him before deciding to send the case to a grand jury without charges.
