Bond set at $1 million for man accused of killing mother of his kids at birthday party

Jalin J. Foreman, 27 is charged with murder in connection with Jalen Whitlock's death. Police said Foreman and Whitlock have two children together.

HOUSTON — The man accused of shooting and killing the mother of his two kids saw a judge on Tuesday.

Jalin Foreman, 27, is charged with murder and his bond was set at $1 million.

Foreman was arrested Monday afternoon.

He's accused of killing Jalen Whitlock, 25, the mother of his two children, on Sept. 12 at a house on Locksley Road, which is in a neighborhood near the intersection of Wayside Drive and Tidwell Road.

Court documents reveal more details about what led up to and happened during the deadly shooting.

Houston police said Whitlock and her new boyfriend were throwing a birthday party for her 6-year-old when a little after 8:30 p.m., Foreman, who is the father of the child, showed up and an argument broke out at the front door.

According to court documents, police who responded to the scene said Whitlock was found with multiple gunshot wounds in the doorway of the home. She was pronounced dead at the scene.

A witness told police they saw a white Chevrolet Tahoe pull up to the house before the shooting happened, They said they saw a man identified as Foreman get out of the Tahoe screaming at the townhome.

Foremen then fired five shots at the home, the witness told police. The witness said Whitlock screamed out, "I'm not scared of you," "I know where you live," and "Come at me."

The witness said Foreman left in the Tahoe and then came back moments later. He then screamed out, "We're going to end this now."

Foreman fled the scene in the Tahoe, according to police.

According to court documents, all of this was caught on surveillance video from another home.

Whitlock's boyfriend told police that Foreman was trying to come to the house to drop off birthday gifts, but was told by the victim that he was not allowed to come. Foreman showed up anyway and the boyfriend answered the door. 

The boyfriend found Foreman leaving gifts at the door. He said that is when the children came down to greet their father and retrieve their gifts. After that, an argument ensued between the two men.

According to court documents, the boyfriend told police that Foreman taunted him and talked about shooting him. He explained that Foreman had fired shots in a previous incident.

The boyfriend told police that Foreman became increasingly aggressive and went back to his vehicle. The boyfriend said he suspected that Foreman was going to get a gun. That is when the boyfriend decided to get one of Whitlock's guns from the kitchen.

When the boyfriend went back to the front door, he said that is when Foreman started shooting, He told police he fired back as well.

Whitlock then grabbed the kids who were near the front door, police said. The boyfriend shut the door but then found Whitlock on the floor with gunshot wounds. The boyfriend told the children to go upstairs. 

Police said Foreman and Whitlock were in a previous relationship and had two children together. The boyfriend told police that he and his girlfriend had issues with Foreman since June 2023.

Neighbors describe deadly shooting at birthday party

Neighbors were left ducking for cover when the shots rang out.

"My heart dropped. I was terrified. It was loud and it sounded like it was going into my house," Felicia Adams said.

Adams and her two children were in the adjoining townhome at the time. She said they heard shouting just before the shooting started.

"He was angry. He was shouting and screaming," Adams said about the shooting.

Her home wasn’t hit with the gunfire but she later found bullet holes in her car.

"It was scary. My kids, they were terrified. I have a 5-year-old and she wouldn’t stop crying," Adams said.

Houston police said they had responded to child custody calls at the house in the past.

Adams said she’d be willing to help whenever he is taken into custody.

"I know they know who he is and I hope I can identify him correctly and we can start bringing this to justice," she said.
