HARRIS COUNTY, Texas - A man is in custody after allegedly fleeing to Europe during a child sexual assault case in 2010.
According to the Harris County Sheriff's Office, 50-year-old Dwayne Bernard Howard is currently in the Fort Bend County jail facing a sexual assault of a child charge. In addition, he has been charged with two counts of continuous sexual assault of a child and one county of aggravated sexual assault of a child.
Investigators say Howard was at the center of a child sexual assault case in October 2010 when he fled to Europe in order to avoid investigators. The initial investigation revealed two female victims, ages 11 and 16, disclosed sexual abuse by Howard.
The victims told deputies that Howard would use a live web camera and film them without clothing. He also allegedly forced one victim to wearing provocative clothing while he photographed her.
The Harris County Sheriff's Office case was reopened in 2016 and a third victim came forward, a man who said he was also abused by Howard from the age of 12 until he was 15 years old.
Howard was previously convicted in 1998 for indecency with a child and was sentenced to six years in jail.
