HARRIS COUNTY, Texas — A Harris County inmate appeared in court on Tuesday on a charge he caught while he was already in jail.
Prosecutors said Bryan Tellez along with several other inmates tied up and assaulted another inmate.
According to court documents, Tellez and the others tied up an inmate's hands and feet to a jail cell's bars and then made a makeshift whip out of strips of cloth.
They then took turns whipping the tied-up inmate, documents said.
Tellez is now facing a new charge of unlawful restraint while in custody.
